What is an MPO?

A Metropolitan Planning Organization (MPO) is an association of local governments in areas with a collective population of 50,000 or more. Per US Code, Title 23,  MPOs are in charge of transportation planning and programming for their Urbanized Areas. Major responsibilities of the MPOs are: 1) Development of a long range transportation plan (20 Years) for the Urbanized Area; 2) Development of a 3-year Transportation Improvement Program, and; 3) Development of a Unified Planning Work Program. These documents are developed in cooperation with the State Department of Transportation and consistent with the adopted goals of the community.

What is CAMPO?

According to the results of the 2000 US Census, the population of the Corvallis Urbanized Area was 58,229. The Corvallis Urbanized Area consists of the cities of Corvallis, Philomath, Adair Village and the densly populated portions of Benton County adjacent to those cities. In December 2002 the Oregon Governor, in accordance with federal regulations, designated the Corvallis Area Metropolitan Planning Organization (CAMPO) as a newly formed MPO in the State of Oregon. There are currently 6 of such organizations in Oregon, Portland Metro, Eugene-Springfield, Salem-Keizer, Medford, Corvallis and Bend.

The mission of CAMPO is to:

  1. Maximize cooperation among local governments for the creation, maintenance and preservation of a sound multimodal transportation system that would facilitate efficient movement of people and goods within and through the MPO Area;
  2. Build capacity among member jurisdictions for decision making;
  3. Support state and federal transportation policies that would benefit the area’s transportation system;
  4. Enhance the flow of federal and state transportation funds into the MPO Area to help in meeting the area’s transportation goals. 

The goals of the CAMPO are to:

  1. Build consensus among local governments on issues affecting the area’s transportation system;
  2. Enhance the area’s transportation system;
  3. Incorporate environmental, sustainability and energy conservation issues into the transportation decision making process;
  4. Provide for the transportation needs of all people;
  5. Provide for all modes of transportation;
  6. Participate in the formation of statewide transportation policies and decisions;
  7. Work with state and federal agencies to secure the needed funds for the improvement of the area’s transportation system.

CAMPO's Structure

CAMPO is governed by a five-member Policy Board consisting of representatives of the cities of Corvallis, Philomath and Adair Village, the County of Benton and the Oregon Transportation Department (ODOT). The Policy Board is assisted by a Technical Advisory Committee (TAC) made up of the professional staff of the above officials.
