On February 17, 2009 President Obama, in an effort to boost the economy and create jobs, signed the $789 billion American Recovery and Reinvestment Act (ARRA), known as the Economic Stimulus Package. The package would provide more than $27 billion to the Country’s transportation system, funding roadway, transit, and transportation enhancement projects.

The funding of projects under the Stimulus Package is on an expedited schedule. It requires States and MPOs to spend at least 50% of the funds in a few months within the Enactment of the Bill. Since this short timeframe is not conducive to the implementation of more significant transportation projects, the Corvallis Area MPO (CAMPO) is allocating all roadway funds to the most needed resurfacing projects in the area.
The Corvallis Area MPO received $2.2 million for its roadway projects and over $1 million for its transit projects. Prior to the allocation of this fund to the area, local jurisdictions prepared a prioritized list of “shovel-ready” projects with a total cost greater than the anticipated amount of funds.
The Corvallis Area MPO’s list of approved projects was submitted to the Oregon Department of Transportation (ODOT) for inclusion in the Statewide Transportation Improvement Program (STIP). This list will be submitted to the US Department of Transportation (US DOT) for funding. If additional highway funds are reallocated for transit or transit-related pedestrian projects, the City of Corvallis has also created a list of potential non-highway projects in addition to those included in the original project list.
The public was requested to provide input to the prioritized list of transportation projects proposed for funding under ARRA. A public meeting in the form of an open house was held 4:00 - 8:00 PM on Wednesday, February 25, 2009 at the Corvallis-Benton Library, Meeting Room to provide additional information and to receive public input on these projects. All public comments and input were forwarded to the MPO Policy Board for their consideration, prior to the approval of the list.
